What happens to your bill

One upload starts a fixed sequence. Every step that needs an exact answer runs in code.

  1. Upload the PDF

Download the bill from the FESCO site and drop it in. Photos and scans are not read.

  2. Read in code

Fields are read from the PDF text by position. The file is deleted straight after.

  3. Check the maths

Ten number checks confirm units, charges and totals add up before anything else runs.

  4. Find problems

Eight rules based on NEPRA guidance look for anything worth checking. Only flags are shown.

  5. Plan next month

Tap your appliances, watch the unit counter, and get a clearly labelled estimate.

Sample bill, real results

Every number is checked before you see it

These are the results of the ten number checks on our sample FESCO bill, from the same code the dashboard runs.

9/10checks passed on the sample bill

Skipped means the bill had nothing for that check to compare.

Flags you can act on, not accusations

The rules run in code. Each flag says what to check first and where to take it if it does not go away.

Worth checking

  • F7

    Protected status at risk

This bill is 473 units, and 4 of the last 6 months were over 200 units. The bill shows the category as Unprotected.

Next step: Protected rates are reported to need 6 months in a row at or under 200 units. This comes from news reports, not a NEPRA document.

If this persists: complain at your FESCO sub-division first, then to NEPRA. NEPRA complaints should be filed within one year of the cause.

Estimate only. Not a FESCO bill. Uses the sample bill's tariff, sanctioned load and tax share. FPA may apply on top.

Why 200 units matters

A protected household pays Rs 13.01 a unit up to 200 units. One unit more and every unit is billed at Rs 33.10, so the energy charge goes from Rs 2,602 to Rs 6,653. Crossing it can also cost protected status on later bills.

Privacy

Code does the maths. AI only explains.

Your bill is never shown to an AI model. Personal details are stripped before any AI call is made.

Done in code

  • Reading the PDF
  • The ten number checks
  • Tariff, units and rupee maths
  • NEPRA rules and billing dates
  • Units for every appliance

What AI is used for

  • Explaining flags that code already found, in plain words
  • Chatting to fill gaps in your appliance list
  • Replies in English, Urdu or Roman Urdu

Never sent to AI

  • The PDF file
  • Name
  • Address
  • Reference no.

The PDF is deleted from storage right after it is read, and a nightly sweep removes anything left behind.

Questions people ask first

Which bills can Bill Mate read?

FESCO domestic bills, downloaded as a PDF. Other DISCOs and K-Electric are not supported yet.

Can I upload a photo or a scan?

No. Only text-based PDFs can be read without AI, and your bill never goes to AI. Download the official PDF from FESCO instead.

Is this an official FESCO or NEPRA service?

No. Bill Mate is independent. A flag means something is worth checking; FESCO and NEPRA make the final call.

Is the next-month estimate a real bill?

No. It always carries an estimate banner and watermark, and it has no FESCO logo, QR code or bank slip.

What should I do if something is flagged?

Start with the "what to check" line on the flag. If this persists: complain at your FESCO sub-division first, then to NEPRA. NEPRA complaints should be filed within one year of the cause.

Does it work in Urdu?

Key messages come in English and Roman Urdu, and AI explanations can also be in Urdu. Other screens are in English for now.
